Targeting and compromise of French entities by the Federal Security Service of the Russian Federation

Since 2010, the Cyber Crisis Coordination Centre (C4) has observed French entities being targeted and compromised using the Turla attack methodology, operated by the 16th Centre of the Federal Security Service of the Russian Federation (FSB). Following the exposure of the activities of the APT28 attack method, linked to the Russian military intelligence service (GRU), in April 2025, the French authorities are thus continuing their efforts to attribute cyberattacks.
